Essence of wisdom, page one.

By three methods we may learn wisdom: First, by reflection, which is noblest; Second, by imitation, which is easiest; and third by experience, which is the bitterest.

Thus spoke Confucius, albeit not in the English language!  But, nonetheless, those words from so, so long ago (he lived to the age of 73 – from 551 until 479 BCE) resonate very strongly 2,500 years later.

That was the easy bit!

I’m not entirely clear as to why a variety of items that have crossed my ‘in-box’ in recent days seem to offer some sort of cohesive sense.  But they do to me and I’m going to draw them together. I will leave you to be the judge as to how well it worked!

Thus over the next three days I am going to reflect on three topics.  The challenge of how we humans make sense of the world, how we confuse what we do with what is best for us, surely the essence of wisdom, and the growing gap between the wisdom of millions of citizens and their leaders.

I should quickly add that much of my musings are due to this scribe standing on the shoulders of giants than seeing clearly from his own level.

Today, I shall start with the brain. Your brain, my brain, the brains of humans.  The reason this trilogy starts with the brain is that, ultimately, everything we humans think, feel and do comes from this brain of ours.  Our brain is who we are.

Let me offer you this video made by Bristol University in England.  Just a little over 6 minutes long it sets out the functional story of our brain.

But there is so much more to this ancient body organ.

The Big Think website has been publishing a series called The 21st Century Brain. The latest episode published on November 6th was called Consciousness: The Black Hole of Neuroscience.  It starts thus:

What’s the Big Idea?

“By the word ‘thought’ (‘pensée’) I understand all that of which we are conscious as operating in us.” –Renee Descartes

The simplest description of a black hole is a region of space-time from which no light is reflected and nothing escapes. The simplest description of consciousness is a mind that absorbs many things and attends to a few of them. Neither of these concepts can be captured quantitatively. Together they suggest the appealing possibility that endlessness surrounds us and infinity is within.

But our inability to grasp the immaterial means we’re stuck making inferences, free-associating, if we want any insight into the unknown. Which is why we talk obscurely and metaphorically about “pinning down” perception and “hunting for dark matter” (possibly a sort of primordial black hole). The existence of black holes was first hypothesized a decade after Einstein laid the theoretical groundwork for them in the theory of relativity, and the phrase “black hole” was not coined until 1968.

Likewise, consciousness is still such an elusive concept that, in spite of the recent invention of functional imaging – which has allowed scientists to visualize the different areas of the brain – we may not understand it any better now than we ever have before. “We approach [consciousness] now perhaps differently than we have in the past with our new tools,” says neuroscientist Joy Hirsch.

Later on is this:

So there’s no reason to assume that consciousness is eternally inexplicable. However, it may never be explained through neurobiology, says David Chalmers, the philosopher who originally made the distinction. “In so many other fields physical explanation has been successful… but there seems to be this big gap in the case of consciousness,” he says. “It’s just very hard to see how [neurological] interactions are going to give you subjective experience.”

The fascinating essay concludes:

It’s no different than any other aspect of the brain that we cannot presently explain, she [Hirsch] says:

For example, we don’t understand how the brain creates colors. That’s a perception that is very private – I don’t know that your perception of blue is like my perception of blue, for example. Smells are another one. I don’t know that your perception of the smell of an orange is like mine. These are the hard problems of neuroscience and philosophy that we haven’t made a great deal of progress on.

What do you think? Is the distinction between “hard problems” and “soft problems” useful, or reductive? Does the brain create consciousness? Will we ever empirically understand where it comes from or how it works?

But it was one of the comments to the piece that jumped off the screen at me. From Beatriz Valdes and slightly edited by me, the comment offered:

Human consciousness happens in the human brain.  The human brain’s functions are rooted in what the human senses relay to it.  Self consciousness, consciousness of what is around us, is the result of thinking.  There would be no thoughts if the brain were a tabula rasa (Latin for blank slate), had no input from the senses. Therefore, consciousness is quite local, quite mortal, quite dependent on the gray matter inside our skulls.

Local and mortal.  Very profound (I think!).

So, if you like me suffer from time to time from understanding oneself, don’t worry.  There are plenty of others – aren’t there?  As Professor Dan Dennett makes it all clear below.

Philosopher and scientist Dan Dennett argues that human consciousness and free will are the result of physical processes and are not what we traditionally think they are. His 2003 book Freedom Evolves explores the way our brains have evolved to give us — and only us — the kind of freedom that matters.

Why?

His 2009 book on the same subject, Start With Why: How Great Leaders Inspire Everyone to Take Action (2009) delves into what he says is a naturally occurring pattern, grounded in the biology of human decision-making, that explains why we are inspired by some people, leaders, messages and organizations over others.

He has commented for The New York Times, Wall Street Journal, The Washington Post, Houston Chronicle, FastCompany, CMO Magazine, NPR and BusinessWeek, and is a regular contributor to The Huffington Post, BrandWeek, IncBizNet.

This new year that we are now in is going to require millions of us to think and do differently.  As Einstein so famously quoted, “Insanity: doing the same thing over and over again and expecting different results“.  More than ever before we need different results and that means thinking and doing differently.

Whenever I contemplate the spectacular mischief that we humans have wreaked on our world, I am compelled to ask how this could have possibly happened. The despoilment of our planet seems to be the exact opposite of how I would expect a thinking, feeling, caring creature to treat their home. What could have driven us to this, and what perverse qualities could have allowed us to ignore the consequences of our actions for so very long?

At first blush, our problems seem decidedly physical. Dangerous gases drift in the air; acidity rises slowly in the ocean as the fish disappear from its depths; garbage and detritus of all kinds fouls the land where lush forests and grasslands once ruled. All these disturbances point back to human actions.

The proximate causes of this planet-wide distress include economics, politics, and personal and corporate greed – all facilitated by a technological cleverness that rests on a bed of dispassionate science.

I have spent over 50 years of my life trying in vain to understand our environmental problems as purely physical problems. When I viewed them in those terms, the fact that such problems even existed in a rational, scientific culture seemed nonsensical. However, when I recently began to understand them as consequences of a rupture in the human spirit they finally began to make sense to me. Yes, they are compounded by political and economic forces, but in my view even politics and economics are simply consequences of the same qualities of the human psyche.

Since the dawn of consciousness, human societies have been driven by a complex web of factors with their roots embedded deep in our evolved human nature. Power relationships and hierarchies, kinship and xenophobia, selfishness and altruism, competition and cooperation, curiosity and apathy, and countless other polarities mingle together to form the infinite variety of human dynamics.

Underneath it all, though, lurks our self-awareness. Human self-awareness is the root of our sense of separation from the natural world, and from each other for that matter. It’s the crowning paradox of the human condition – at once both our greatest glory and our fatal flaw. It is behind the dualism – the perceptual split into subject and object – that gave us science. It’s the source of our ability to see others as “different yet the same”, giving us the power to act altruistically. It’s also behind the sense of self and other that has allowed us to assume dominion over all we survey, whether animal, vegetable, mineral or human. Our sense of separation is the rupture of the human spirit that has allowed our current predicament to develop.

If this is the case, then no physical, political or economic remediation will heal the wound. The solution to our predicament is not – cannot be – material, political, economic, or simply philosophical. If a “solution” exists at all, it’s orthogonal to all those domains. Only by healing our belief in our separateness will we be able to finally and fully restore our balance with Nature.

When I began to view the situation like this, I was finally able to see that there are in fact solutions, where none had previously been visible. These new solutions don’t attack the predicament directly as a series of material, political, economic or technological problems. Instead, they seek to effect change from the center, by encouraging people to mature into an inter-connected adulthood and assume personal responsibility for their actions.

This approach follows Gandhi’s dictum, “Be the change you wish to see in the world.

The mischievous idea of science and technology as a post-modern “religion of salvation” with Ray Kurzweil’s transhuman singularity playing the role of the Rapture and an economist making a cameo appearance as the Devil (think infinite growth on a finite planet…) resonates very strongly with me.

But to be a little more precise, it’s not exactly science that has failed us. We have been undone by a toxic stew of classical economics, technological cleverness, love of progress, an attitude of Manifest Destiny and an unwillingness to accept any limits on our growth.

Technology lets us use scientific discoveries to satisfy human desires of all kinds. When we harness scientific knowledge to human ends, the outcomes we choose to implement are based on our wishes. If our wish is dominion over nature, we will use scientific principles to invent technology like mining machinery, continental energy grids, factory farming and the automobile.

Of course, each of those inventions is presented within our cultural narrative as an obvious, irrefutable boon. One of the points of having a cultural narrative is to put a positive spin on human activity. The spin is always in line with the narrative – or more precisely, in line with the wishes of those who create and sustain the narrative. The fact that these inventions, the technological expressions of science, have a subtext of dominion over nature is carefully camouflaged, and the idea that this might possibly be a bad idea is thoroughly discouraged.

None of this would have been so damaging if people didn’t have such a natural ability to delude themselves into believing that whatever they wish for hard enough is possible. It’s kind of like clapping for Tinkerbell. “The future is always going to be better than the past,” and “My kids will have better jobs, bigger houses and faster cars than I did,” are examples of such magical thinking at its finest.

Those two kinds of wishing – the wish to improve the human condition and the wish to see the human milieu keep growing forever – are not inherently different. I see them more as two points on a continuum. On one end is simple desire; on the other end is unreasonable desire. They are distinguished less by any intrinsic difference than by the attitude and realism of the one doing the wishing.

It can be very difficult to tell when the reasonable morphs into the unreasonable.”I wish to own a small piece of land” becomes “I wish to own an entire island” which inflates into “I wish to claim a continent for my King” and eventually becomes “I wish to rule the world.” The underlying desire is the same; it’s just the scale and reasonableness of the wish that changes.

Whether or not a wish is realistic or deluded depends very much on the one doing the wishing. There are people who wish for our (and by extension, their own) material wealth to continue growing forever. There is no shortage of economists who will tell them that such a strange thing is possible. Are the dreamers deluded? Are the economists deluded? What laws of nature would need to be violated for such a delusion to become reality? How is the worship of the Charging Bull of Wall Street materially different from worshiping the Golden Calf of the Bible, when both imply a violation of the laws of nature?

The world changes only when enough people have made a choice to change themselves. At what point will we each say, “Enough!” and choose a different path? Is anything keeping you from making that choice right now?

As you finish reading this article I invite you to say it quietly to yourself.

Lighting the future

A really clever and innovative idea – the gravity light.

Saw this item on the Australian Permaculture Research website on the 18th.

Lighting in much of the ‘developing’ world is provided via expensive and polluting kerosene. Kerosene lamps are dangerous, require constant replenishment, and come with significant negative health impacts.

So, for the potential benefit of millions of people, London based designers, Martin Riddiford and Jim Reeves, have spent four years working on an inexpensive, safe and health-neutral alternative — a gravity powered LED light! It’s clever, and well intentioned. Nice!

Martin and Jim initially looked at creating a light that would be powered by solar, as would most of us. But the idea of utilising gravity took hold of them — where the end user can do away with the need for expensive solar panels and batteries, which use a lot of resources in their manufacture — and the gravity light was born. The gravity light will work whether it’s day or night, sunny or cloudy.

At time of writing, Martin and Jim’s Indiegogo campaign to raise funds has already surpassed its basic goal of $55,000, but if you wish to donate it’ll help them further their goal of refining the design to make it even more useful, efficient and inexpensive.

Then it was only a moment to track down the project on a website called Indiegogo, from which one reads,

The end of the world?

Maybe not from a Mayan perspective but, nevertheless, who knows!

For some time now I have subscribed to the online magazine Big Think.  Daniel Honan, Managing Editor, has contrived to bring together a group of very interesting authors from a wide range of disciplines, presenting a weekly collection of thought-provoking articles.  Despite the volume of emails that seems to assault my in-box each day, it’s very rare for me not to browse the weekly digest from Big Think.

Thus it was that early on the 13th (last Thursday) I read a wonderful item written by Steven V. Mazie, Associate Professor of Political Studies at Bard High School Early College-Manhattan.

Googling the Apocalypse: the Web as Epistemological Vortex

Let’s say you’re just now tuning in to reports that the world will end on December 21 when the Mayan calendar resets to zero. Maybe you’re one of the 35 million Americans who fear it will really happen. Maybe the prospect of solar storms, rogue planets and devastating floods is a welcome distraction from more pedestrian anxieties of everyday life. Or maybe you’re just curious how such a ridiculous idea could persuade “panicked” Russians to buy up all the “matches, kerosene, sugar and candles” in town or spur a Chinese man to spend his life savings building an ark to keep him afloat after the catastrophe.

Where do you turn to learn more? To the epistemic umbrella of the 21st century, of course, and here is what Google will show you.

Do you consult the first hit, billed as the “official website for 122112 information”? Do you settle for the detailed account in the Wikipedia entry, listed second? Or do you flick down to the third, an earnest attempt by NASA to explain “Why the World Won’t End”?

If you go with the first site, you will find a bizarre, colorful bazaar of information, perspectives and advice on the approaching doomsday. There is enough to keep you occupied here for a while: a list of celebrities who believe the hype (finding Mel Gibson on the list isn’t much of a surprise, but Janeane Garofolo? really?), an article listing “37 Things You Should Start Hoarding Now” and one remarkable video summarizing the various ways the world might end and calling on world leaders to tell the “TRUTH” about the devastation awaiting us:

The video is a study in epistemic manipulation. Narrated by a man with a severe British accent, the presentation claims — three times — “we just don’t know what to believe anymore” about “the most anticipated date of our time.” Implying that the media, corporate advertisers, the “government-sponsored scientists” at NASA and “even highly respected major religious organizations” are all either mistaken or willfully fooling us, the video appeals to our “gut instincts that something is wrong — something just doesn’t feel right.” It’s a miracle Stephen Colbert hasn’t picked this up yet. “In the eyes of many,” the video announces with no substantiation, “the prophecies of doom have been written.”

The sad hilarity of NASA’s attempt to calm everyone down takes the form of a staid FAQ. There are no bells and whistles, videos, garish colors or flashing links. Just sober, somewhat condescending, straightforward claims: “Our planet has been getting along just fine for more than 4 billion years, and credible scientists worldwide know of no threat associated with 2012.”

The problem is that credible science often fails to convince the masses. It cannot budge the majority of Americans who continue to deny the reality of evolution. It cannot convince more than 41 percent of Americans that the activities of human beings play a role in global warming. It’s no wonder, then, that so many people worldwide are keeping doomsday supply companies in business, buying up freeze-dried food rations and personal bunkers rather than Christmas presents, or that sites like December212012.com are profiting from these advertisers.

It’s dispiriting to witness the mass delusion of a tenth of humanity. You have to feel sorry for the Chinese ark-builder who will be left penniless on December 22, and you have to empathize with the people who are contemplating killing their pets or committing suicide to avoid the doomsday devastation.

But this unsettling phenomenon is a symptom of a universal human quandary: how to know whom to trust about things we can’t see or don’t understand. In a section on the rationality of belief in his delicious book Cunning (2006), political and legal theorist Don Herzog offers this:

What you believe depends on who you believe. And who you believe depends on what you believe. Your beliefs, your knowledge, your experience, your assignments of what I’ll call epistemic authority, that is, who or what sources are trustworthy on what issues: all are caught up in each other…Whether it’s rational for you to believe something depends on how it fits in with what you already believe, not least about the credibility of those reporting it.

The best argument against the doomsday believers may come on December 22, when, with any luck, most of us will still be around. But as my fellow blogger David Ropeik explained recently, and as Herzog’s analysis indicates, the next epistemological doomsday is just around the corner.

More footage from Chasing Ice,  an astonishing clip of the largest iceberg calving ever recorded. Arctic sea ice levels this summer hit a record low; according to the U.S. National Snow & Ice Data Centre in September, more than 600,000 square kilometres more ice had melted in 2012 than was ever recorded by satellites before. We are indeed melting our children’s future, and apparently many of us are too busy to hold our governments to account for their lack of action.

If we don’t change our ways on this beautiful planet pretty damn soon, then my guess is that we are headed for a massive depopulation and a return to a much more primitive lifestyle, a future that will be brutally obvious by 2020.

What is relevant, to a degree unprecedented in the history of humanity, is how the peoples of this planet respond NOW!

Historic times indeed.

Utter madness!

The very strange ways of man!

I am incredibly grateful to be living in the USA as a legal resident.  The circumstances that lead to Jeannie and me living here in Merlin, Southern Oregon are the stuff of dreams.  Which is why writings on Learning from Dogs that could be seen as critical of a US administration leave me rather uncomfortable.

However, a recent news item on the BBC website struck me as so utterly incongruous that I couldn’t resist today’s post.  As is said, “I can resist anything except temptation!”  Here’s that item.

US Congress bans word ‘lunatic’ in federal legislation

The sharply divided US Congress has been able to agree on one thing at least – that the word “lunatic” should be banned.

The House of Representatives voted 398-1 on Wednesday to strike the term from all federal legislation, after the Senate did the same in May.

The measure is designed to remove language that has become outdated or demeaning from the US code.

The bill will now go to President Barack Obama for his signature.

Senator Kent Conrad, one of the sponsors of the measure, said: “Federal law should reflect the 21st Century understanding of mental illness and disease, and that the continued use of this pejorative term has no place in the US code.”

The only “no” vote came from Texas congressman Louie Gohmert, who said it was madness for lawmakers to waste time on such a measure when more high-profile issues loomed, such as the federal debt.

“Not only should we not eliminate the word ‘lunatic’ from federal law when the most pressing issue of the day is saving our country from bankruptcy,” said Rep Gohmert in a statement.

“We should use the word to describe the people who want to continue with business as usual in Washington.”

Now don’t get me wrong.  In and of itself that measure is fabulous removing, as it does, any official labeling of those with mental health problems.

However, surely the following demonstrates that madness is still alive and well.

LAW PROHIBITS UNFAIR EU TAXATION OF U.S. AVIATION

Washington, DC – The President today signed into law a measure to stop the United States’ participation in a costly European Union (EU) scheme to impose an emissions tax on American and other nations’ aircraft operators and air carriers. Transportation and Infrastructure Committee Chairman John L. Mica (R-FL) and Aviation Subcommittee Chairman Tom Petri (R-WI) were among the primary sponsors of the bipartisan companion bill in the House of Representatives.

In 2011, Mica first led a Congressional delegation to the European Union to convey opposition to the EU’s plan. Mica also led a subsequent delegation to Montreal to meet with International Civil Aviation Organization (ICAO) leaders, representatives of the EU, and other officials regarding U.S. opposition to the ETS. The original “European Union Emissions Trading Scheme Prohibition Act of 2011,” authored by Mica, Petri, and other House leaders, overwhelmingly passed the House on October 24, 2011.

John Mica was quoted as saying “The law signed today is a clear signal that the United States will not accept the EU’s go-it-alone attempt to impose emissions taxes on other nations for activities far outside the EU’s own borders. This European emissions trading scheme is an unlawful infringement upon U.S. sovereignty, and the sovereignty of numerous other nations.

Now I don’t know the rights and wrongs of this but one thing is clear to me.  If trying to reduce carbon emissions represents ‘unlawful infringement upon U.S. sovereignty‘ then don’t even ponder on the infringement that not trying to reduce emissions would risk!

Which neatly leads to the Yale forum on Climate Change & The Media that recently reported,

Forget About That 2-Degree Future

SAN FRANCISCO, CA, Dec. 5, 2012 — Renowned British climate scientist Sir Robert Watson pulled few punches today during a talk about the warmer world humans will face in coming decades.

Watson, who was IPCC chair from 1997 to 2002, all but dismissed the possibility of keeping the rise in average global temperatures to 2 degrees Celsius above pre-industrial levels — a temperature rise that corresponds to an atmospheric concentration of CO2 of 450 parts per million. It now stands at about 390 ppm.

“Fundamentally, we are not on a path toward a 2 degree world,” Watson told a packed hall at Moscone Center for a talk entitled: “A World Where the Atmospheric Concentration of Carbon Dioxide Exceeds 450 ppm.”

If the international community wanted a world in which the rise in average global temperatures this century peaked at 2 degrees C above pre-Industrial levels, CO2 emissions in the developed world should have peaked in 2010, Watson said. Globally, they would need to peak by 2014.

Instead, CO2 emissions in 2010 were up 5.9 percent relative to 2009 — and that was in the midst of an economic downturn for most industrialized countries. Total carbon emissions as well as carbon intensity (often described as the amount of CO2 emitted per unit of a nation’s GDP) have gone up.

“It’s totally clear we’re changing the composition of the atmosphere …” [but] “politicians have not listened to the scientific message,” Watson said. [my emphasis]

Average global temperatures could rise 2 to 7 degrees C by the end of the century, driving a litany of environmental changes, Watson said. Already, the climate of the 2020s and 2030s is locked in, or as Watson put it, “pre-ordained.” “Therefore, we must adapt,” he said.

I’m conscious that there have been a number of republications recently. Partly that’s because there has been a run of great articles that have gone down well with you, but also because the ‘task list’ arising from the move into our home in Merlin, Oregon continues to dominate our lives.  Even before Mother Nature demonstrated that our bridge needed repairing!

So onto another republication of a TomDispatch special.  But what a special.  Here’s Tom’s introduction:

Let’s face it: climate change is getting scarier by the week.  In this all-American year, record wildfiresrecord temperatures in the continental U.S., an endless summer, a fierce drought that stillwon’t go away, and Frankenstorm Sandy all descended on us.  Globally, billion-dollar weather events are increasingly dime-a-dozen affairs, with a record 14 of them in 2012 so far.  So is a linked phenomenon, the continuing rise in the volume of greenhouse gases, especially carbon dioxide, especially from burning fossil fuels, that get pumped into the atmosphere.  The latest figures from 2011 indicate that those gases once again made an appearance in record amounts with no indication that abatement is anywhere on the horizon.

With new studies and more data, it seems, come ever more frightening projections of just how much the temperature of this planet is going to rise by 2100.  After all, as Michael Klare, TomDispatch regular and author of the invaluable The Race for What’s Left, points out, the International Energy Agency’s latest study suggests a possible temperature rise by century’s end of 3.6 degrees Celsius.  That should startle the imagination, involving as it would the transformation of this planet into something unrecognizably different from the one we all grew up on.  And keep in mind that it’s by no means the top estimate for temperature disaster.  A new World Bank report indicates that a rise of 4 degrees Celsius is possible by century’s end, a prospect that bank president Jim Yong Kim termed a “doomsday scenario.”

In the meantime, the most comprehensive study to date of how humans have affected the amount of carbon dioxide in the atmosphere predicts that the planet’s temperature could rise by an unimaginable 6 degrees Celsius by 2100.  These days, it increasingly looks like we’ve entered the lottery from hell when it comes to Earth’s ultimate temperature — especially now that a recent report from the United Nations Environment Program suggests carbon in the atmosphere has increased by 20% since 2000 and that “there are few signs of global emissions falling.”

World Energy Report 2012 
The Good, the Bad, and the Really, Truly Ugly

Rarely does the release of a data-driven report on energy trends trigger front-page headlines around the world.  That, however, is exactly what happened on November 12th when the prestigious Paris-based International Energy Agency(IEA) released this year’s edition of its World Energy Outlook.  In the process, just about everyone missed its real news, which should have set off alarm bells across the planet.

Claiming that advances in drilling technology were producing an upsurge in North American energy output, World Energy Outlook predicted that the United States would overtake Saudi Arabia and Russia to become the planet’s leading oil producer by 2020.  “North America is at the forefront of a sweeping transformation in oil and gas production that will affect all regions of the world,”declared IEA Executive Director Maria van der Hoeven in a widely quoted statement.

In the U.S., the prediction of imminent supremacy in the oil-output sweepstakes was generally greeted with unabashed jubilation.  “This is a remarkable change,”said John Larson of IHS, a corporate research firm.  “It’s truly transformative.  It’s fundamentally changing the energy outlook for this country.”  Not only will this result in a diminished reliance on imported oil, he indicated, but also generate vast numbers of new jobs.  “This is about jobs.  You know, it’s about blue-collar jobs.  These are good jobs.”

The editors of the Wall Street Journal were no less ecstatic.  In an editorial with the eye-catching headline “Saudi America,” they lauded U.S. energy companies for bringing about a technological revolution, largely based on the utilization of hydraulic fracturing (“fracking”) to extract oil and gas from shale rock.  That, they claimed, was what made a new mega-energy boom possible.  “This is a real energy revolution,” the Journal noted, “even if it’s far from the renewable energy dreamland of so many government subsidies and mandates.”

Other commentaries were similarly focused on the U.S. outpacing Saudi Arabia and Russia, even if some questioned whether the benefits would be as great as advertised or obtainable at an acceptable cost to the environment.

While agreeing that the expected spurt in U.S. production is mostly “good news,”Michael A. Levi of the Council on Foreign Relations warned that gas prices will not drop significantly because oil is a global commodity and those prices are largely set by international market forces.  “[T]he U.S. may be slightly more protected, but it doesn’t give you the energy independence some people claim,” he told the New York Times.

Some observers focused on whether increased output and job creation could possibly outweigh the harm that the exploitation of extreme energy resources like fracked oil or Canadian tar sands was sure to do to the environment. Daniel J. Weiss of the Center for American Progress, for example, warned of a growing threat to America’s water supply from poorly regulated fracking operations.  “In addition, oil companies want to open up areas off the northern coast of Alaska in the Arctic Ocean, where they are not prepared to address a major oil blowout or spill like we had in the Gulf of Mexico.”

Such a focus certainly offered a timely reminder of how important oil remains to the American economy (and political culture), but it stole attention away from other aspects of the World Energy Report that were, in some cases, downright scary.  Its portrait of our global energy future should have dampened enthusiasm everywhere, focusing as it did on an uncertain future energy supply, excessive reliance on fossil fuels, inadequate investment in renewables, and an increasingly hot, erratic, and dangerous climate.  Here are some of the most worrisome takeaways from the report.

Shrinking World Oil Supply

Given the hullabaloo about rising energy production in the U.S., you would think that the IEA report was loaded with good news about the world’s future oil supply.  No such luck.  In fact, on a close reading anyone who has the slightest familiarity with world oil dynamics should shudder, as its overall emphasis is on decline and uncertainty.

Take U.S. oil production surpassing Saudi Arabia’s and Russia’s.  Sounds great, doesn’t it?  Here’s the catch: previous editions of the IEA report and theInternational Energy Outlook, its equivalent from the U.S. Department of Energy (DoE), rested their claims about a growing future global oil supply on the assumption that those two countries would far surpass U.S. output.  Yet the U.S. will pull ahead of them in the 2020s only because, the IEA now asserts, their output is going to fall, not rise as previously assumed.

This is one hidden surprise in the report that’s gone unnoticed.  According to the DoE’s 2011 projections, Saudi production was expected to rise to 13.9 million barrels per day in 2025, and Russian output to 12.2 million barrels, jointly providing much of the world’s added petroleum supply; the United States, in this calculation, would reach the 11.7 million barrel mark.

The IEA’s latest revision of those figures suggests that U.S. production will indeed rise, as expected, to about 11 million barrels per day in 2025, but that Saudi output will unexpectedly fall to about 10.6 million barrels and Russian to 9.7 million barrels.  The U.S., that is, will essentially become number one by default.  At best, then, the global oil supply is not going to grow appreciably — despite the IEA’s projection of a significant upswing in international demand.

But wait, suggests the IEA, there’s still one wild card hope out there: Iraq.  Yes, Iraq.  In the belief that the Iraqis will somehow overcome their sectarian differences, attain a high level of internal stability, establish a legal framework for oil production, and secure the necessary investment and technical support, the IEApredicts that its output will jump from 3.4 million barrels per day this year to 8 million barrels in 2035, adding an extra 4.6 million barrels to the global supply.  In fact, claims the IEA, this gain would represent half the total increase in world oil production over the next 25 years.  Certainly, stranger things have happened, but for the obvious reasons, it remains an implausible scenario.

Add all this together — declining output from Russia and Saudi Arabia, continuing strife in Iraq, uncertain results elsewhere — and you get insufficient oil in the 2020s and 2030s to meet anticipated world demand.  From a global warming perspective that may be good news, but economically, without a massive increase in investment in alternate energy sources, the outlook is grim.  You don’t know what bad times are until you don’t have enough energy to run the machinery of civilization.  Assuggested by the IEA, “Much is riding on Iraq’s success… Without this supply growth from Iraq, oil markets would be set for difficult times.”

Continuing Reliance on Fossil Fuels

For all the talk of the need to increase reliance on renewable sources of energy, fossil fuels — coal, oil, and natural gas — will continue to provide most of the additional energy supplies needed to satisfy soaring world demand.  “Taking all new developments and policies into account,” the IEA reported, “the world is still failing to put the global energy system onto a more sustainable path.”  In fact, recent developments seem to favor greater fossil-fuel reliance.

In the United States, for instance, the increased extraction of oil and gas from shale formations has largely silenced calls for government investment in renewable technology.  In its editorial on the IEA report, for example, the Wall Street Journal ridiculed such investment.  It had, the Journal’s writers suggested, now become unnecessary due to the Saudi Arabian-style oil and gas boom to come.  “Historians will one day marvel that so much political and financial capital was invested in a [failed] green-energy revolution at the very moment a fossil fuel revolution was aborning,” they declared.

One aspect of this energy “revolution” deserves special attention. The growing availability of cheap natural gas, thanks to hydro-fracking, has already reduced the use of coal as a fuel for electrical power plants in the United States.  This would seem to be an obvious environmental plus, since gas produces less climate-altering carbon dioxide than does coal.  Unfortunately, coal output and its use haven’t diminished: American producers have simply increased their coal exports to Asia and Europe.  In fact, U.S. coal exports are expected to reach as high as 133 million tons in 2012, overtaking an export record set in 1981.

Despite its deleterious effects on the environment, coal remains popular in countries seeking to increase their electricity output and promote economic development.  Shockingly, according to the IEA, it supplied nearly half of the increase in global energy consumption over the last decade, growing faster than renewables.  And the agency predicts that coal will continue its rise in the decades ahead.  The world’s top coal consumer, China, will burn ever more of it until 2020, when demand is finally expected to level off.  India’s usage will rise without cessation, with that country overtaking the U.S. as the number two consumer around 2025.

In many regions, notes the IEA report, the continued dominance of fossil fuels is sustained by government policies.  In the developing world, countries commonly subsidize energy consumption, selling transportation, cooking, and heating fuels at below-market rates.  In this way, they hope to buffer their populations from rising commodity costs, and so protect their regimes from popular unrest.  Cutting back on such subsidies can prove dangerous, as in Jordan where a recent government decision to raise fuel prices led to widespread riots and calls for the monarchy’s abolition.  In 2011, such subsidies amounted to $523 billion globally, says the IEA, up almost 30% from 2010 and six times greater than subsidies for renewable energy.

No Hope for Averting Catastrophic Climate Change

Of all the findings in the 2012 edition of the World Energy Outlook, the one that merits the greatest international attention is the one that received the least.  Even if governments take vigorous steps to curb greenhouse gas emissions, the report concluded, the continuing increase in fossil fuel consumption will result in “a long-term average global temperature increase of 3.6 degrees C.”

This should stop everyone in their tracks.  Most scientists believe that an increase of 2 degrees Celsius is about all the planet can accommodate without unimaginably catastrophic consequences: sea-level increases that will wipe out many coastal cities, persistent droughts that will destroy farmland on which hundreds of millions of people depend for their survival, the collapse of vital ecosystems, and far more.  An increase of 3.6 degrees C essentially suggests the end of human civilization as we know it.

To put this in context, human activity has already warmed the planet by about 0.8 degrees C — enough to produce severe droughts around the world, trigger or intensify intense storms like Hurricane Sandy, and drastically reduce the Arctic ice cap.  “Given those impacts,” writes noted environmental author and activist Bill McKibben, “many scientists have come to think that two degrees is far too lenient a target.”  Among those cited by McKibben is Kerry Emanuel of MIT, a leading authority on hurricanes. “Any number much above one degree involves a gamble,” Emanuel writes, “and the odds become less and less favorable as the temperature goes up.” Thomas Lovejoy, once the World Bank’s chief biodiversity adviser, puts it this way: “If we’re seeing what we’re seeing today at 0.8 degrees Celsius, two degrees is simply too much.”

At this point, it’s hard even to imagine what a planet that’s 3.6 degrees C hotter would be like, though some climate-change scholars and prophets — like former Vice President Al Gore in An Inconvenient Truth — have tried.  In all likelihood, the Greenland and Antarctica ice sheets would melt entirely, raising sea levels by several dozen feet and completely inundating coastal cities like New York and Shanghai.  Large parts of Africa, Central Asia, the Middle East, and the American Southwest would be rendered uninhabitable thanks to lack of water and desertification, while wildfires of a sort that we can’t imagine today would consume the parched forests of the temperate latitudes.

In a report that leads with the “good news” of impending U.S. oil supremacy, to calmly suggest that the world is headed for that 3.6 degree C mark is like placing a thermonuclear bomb in a gaudily-wrapped Christmas present.  In fact, the “good news” is really the bad news: the energy industry’s ability to boost production of oil, coal, and natural gas in North America is feeding a global surge in demand for these commodities, ensuring ever higher levels of carbon emissions.  As long as these trends persist — and the IEA report provides no evidence that they will be reversed in the coming years — we are all in a race to see who gets to the Apocalypse first.

The next picture is a fire rainbow; the rarest natural phenomenon in the atmosphere.  The picture was taken on the Idaho Washington border and the event lasted for about an hour.

Apparently, the clouds have to be cirrus of an altitude of 20,000 feet with just the right proportion of ice crystals.  Then the sunlight has to illuminate the clouds at precisely 58 degrees to the horizontal.

The naming of creeks!

Funny old world at times!

Last Thursday and yesterday have seen huge amounts of rainfall in this part of Southern Oregon.  In fact it was a swipe from the massive storm that was featured in a recent Climate Crocks article, from which one can read:

I’m seeing some signs of a potentially historic storm for portions of the western USA between Friday and Wednesday of next week as a series of very moist storms push inland from the Pacific. I expect some flash flooding (and river flooding) for the San Francisco Bay Area, but the most severe flooding (and mountain snows) will take place from Marin county into the mountains of northern California and the Coastal/Cascade range of Oregon.

The ECMWF model, which seems to be doing the best job overall in this new weather-on-steroids environment, prints out some 16-20″ rainfall amounts over northern California and southern/western Oregon by Sunday; two surges: one Friday, a second front pushing in Sunday. WSI’s high-res RPM model confirms this as well, which increases my confidence level. The ECMWF model prints out 4-5” for San Francisco, but 8-10” for Marin county, just north of SFO.

The driveway from our road to the house, about a quarter-of-a-mile long, within 300 feet crosses a creek that flows right across our property.  Most of the time it’s a quiet, idyllic place for a dog to play.

5. The Ambiguous Charge of Utopiansim

With the notion of a sufficiency economy now broadly sketched out, and some issues about the transition raised for consideration, it may be worthwhile stepping back from the analysis to consider the vision as a whole. This should provide a new perspective and perhaps raise new issues that deserve attention. One objection that can be easily anticipated is that the notion of a sufficiency economy, as I have described it, is fundamentally utopian in its outlook, and in this section I will respond to this objection briefly.

5.1. Four Responses

The charge of utopianism can be dealt with in at least the following four ways. First, if the charge is meant to imply that the goal of economic sufficiency, as opposed to economic growth, is unrealistic, then there is a sense in which that charge must be turned on its head. It is limitless growth on a finite planet that is unrealistic. After all, what could be more utopian, in the pejorative sense, than the neoclassical growth model which takes as ‘given’ certain non-physical parameters (e.g. market price, preferences, technology, wealth distribution, etc.) but on that basis purports to be independent of the biophysical laws of nature? Recognising the biophysical (and other) limits to growth may indeed require a radical new approach to how economies are structured, as I have argued it does; but this would be in recognition of certain realities, not in any attempt to transcend them.

In a second sense, however, the charge of utopianism should be embraced, not as an indictment, but as a defence. ‘Without the hypothesis that a different world is possible,’ Genevieve Decrop has recently stated, ‘there can be no politics, but only the administrative management of men [sic] and things’ (as quoted in Latouche, 2009: 32). In this sense, the sufficiency economy is indeed a utopian vision, arising out of a defiant faith that a different world is possible. But as Serge Latouche (2009: 32) has aptly explained with respect to the degrowth movement, ‘Far from representing a flight of fancy, it is an attempt to explore the objective possibility of its implementation.’ With a nod to Latouche, the sufficiency economy described above should be understood in similar terms. Imagining the alternative is the first step toward its realisation.

But there is a third sense in which the sufficiency economy is not utopian at all – not if ‘utopia’ refers to that which does not and could never exist. Granted, there is no economy that resembles closely the one described above, which is of a growth economy that has gone through the transition to sufficiency. Nevertheless, almost all the features of the sufficiency economy do find reflection in existing economies in the developed world (and elsewhere). Indeed, real-world examples of sufficiency in practice are everywhere bubbling beneath the surface, threatening to expand into the mainstream; some are in the process of doing so, albeit slowly. For example, there are nascent movements based on notions such as voluntary simplicity, eco-villages, permaculture, transition towns, slow food, degrowth, steady-state economics, etc., all of which can be understood to be exemplifying the practice of sufficiency in disparate but overlapping ways. What this indicates is that a sufficiency economy is not at all a utopian fantasy, but rather an embryonic, fragmented reality struggling away beneath the existing economy, trying to replace that economy with something fundamentally different. It is easy to forget that social movements constantly surprise us, often moving from tiny subcultures to the cultural mainstream with startling speed. Rather than despair, we should proceed on the assumption that more surprises could still lie in store of us.

Finally, some might claim that the sufficiency economy is utopian – again, in the pejorative sense – for the reason that it posits a transformation of economy that relies on a cultural embrace of low-consumption lifestyles of sufficiency, or rather lifestyles of ‘voluntary simplicity,’ as the phrase is more widely known. Human beings are essentially consumers with insatiable material desires, the objection might run, and the sufficiency economy will never voluntarily emerge because voluntary simplicity asks people to act against their personal interests. Any response to this point should begin with the social critique of consumer culture, which would be based on the large and robust body of hedonics research ratifying what many people, perhaps, know intuitively, namely, that ‘beyond a certain threshold, more material wealth is a poor substitute for community cohesion, healthy relationships, a sense of purpose, connection with nature, and other dimensions of human happiness’ (Talberth, 2008: 21). Since the evidence suggests that many people in affluent societies are above such a ‘threshold,’ there are strong grounds for thinking that reducing consumption in such cases would actually increase personal happiness. Relying on the expansion of the Voluntary Simplicity Movement would be more problematic, of course, if voluntary simplicity were a living strategy founded solely upon altruism, or if it implied sacrificing personal well-being for the sake of ecological health. But plainly its foundations are less demanding. Although many in the Voluntary Simplicity Movement are indeed motivated by humanitarian and ecological concerns, the most promising sign for the expansion of the movement lies in the fact that almost all those who practise simplicity report being happier in their lifestyle choice, despite a voluntary reduction or restraint in income and consumption (Alexander and Ussher, 2012). A utopian theory of economic transformation seems much less utopian, I would suggest – as would any theory of social reorganisation – when it is based upon a living strategy that is demonstrably in people’s best interests, including their own happiness.

For all these reasons, I contend that the sufficiency economy is not utopian in any problematic sense. The prospects of its imminent realisation, I admit, seem slim; and certainly it will depend on human beings working relatively well together as the challenges ahead intensify. But human beings share a universal desire to work toward a better life, and if that energy can be harnessed and the transition wisely negotiated, then the sufficiency economy will be quite achievable. Seemingly impossible things have happened before.

6. Conclusion

The challenges that will be faced on the path to a sufficiency economy can hardly be overstated. One of them not considered above is our genetic composition, which is not well suited to dealing effectively or thoughtfully with long-term issues. Historically we had to worry about immediate dangers such as tigers, other tribes, staying warm, and getting enough food; now we also have to get our heads around and respond effectively to the seemingly distant and abstract issues of climate change and peak oil. Evidently, this does not come easy to us. Secondly, the very task of decarbonising our economies as far as possible will be much harder and more unsettling than most people think. As you read these words, look around your room and consider what material artefacts are not, in some way, the product of fossil fuels. Is there anything? My point is that the sufficiency economy described above is not about turning off the lights and taking shorter showers. It is about embracing a fundamentally different way of life and a fundamentally different economy. If we do not voluntarily embrace these differences, however, and instead persist with the goal of universal affluence, then soon enough ecological and / or economic systems will collapse and we will be faced with fundamental change all the same, only with much more suffering. As I noted earlier, we can go the easier way (which will not be easy), or the harder way (which will be unspeakably tragic), depending on our attitudes and actions. We are free to choose our fate, and presently we are in the process of doing so.

I have hardly presented the full picture of the sufficiency economy and I acknowledge that various issues, probably most issues, are controversial and will be contested. That is the way it will be, and that is the way it should be. What is important is that the debate gets drawn away from the question of how to maintain the existing system, toward the urgent and necessary question of what new system should replace the existing system. In this sense the humble notion of a sufficiency economy can be seen as the revolutionary proposal that it is. It will not, of course, be easy to build a new, simpler way of life from within industrial civilisation. Everything will conspire against us. But various social movements already in existence provide a glimmer of hope in these dark times, and that glimmer is everyday growing brighter.

In all movements for change, including the broad movements for justice and sustainability, it is important occasionally to hold up for examination what one understands to be the clearest expression of one’s highest hopes and ideals. That is what I have tried to do in this essay, albeit in an incomplete way. No doubt some will find the threads of underlying positivity utterly indigestible, and already I can sense the trolls gathering, waiting to unleash their pure, unconstructive negativity. But let them fester in their own negativity, while the rest of us (including the constructive critics) set about building the new economy out of the emerging ashes of Empire. All we can do is our best, and we should die trying, not because we think we will succeed, but because if we do not try, something noble in our hearts and spirits will be lost.

I am also greatly indebted to my colleagues and fellow authors at the Simplicity Institute – Ted Trainer, Mark Burch, David Holmgren, and Simon Ussher – all of whom, in their own way, have deeply influenced the following discussion (see Simplicity Institute, 2012). The work of Ernst Schumacher (1973) and the Club of Rome (Meadows et al, 2004) first introduced me to the ‘limits to growth’ analysis, and Serge Latouche (2003; 2009) introduced me to the insight that degrowth, not merely zero-growth, is what is needed to achieve sustainability in overdeveloped nations. With respect to energy, Howard and Elisabeth Odum (2001) and Joseph Tainter (1988) have been my biggest influences, showing me how central energy is to the world we live in. I must also mention and thank Rob Hopkins (2008) and the Transition Movement, for providing what I consider to be the most promising framework for bringing about a just and sustainable, post-carbon world.
  2. It may be that tar-sealed roads and existing water infrastructure can be reimagined into decentralised water management systems, but for present purposes I will treat that as a distant possibility on the grounds that the systems for distributing and treating water collected in this manner are still undeveloped. Furthermore, I do not have the knowledge to understand how difficult it would be to secure water for consumption in this manner.
  3. I will not argue against privatisation models here, other than note that in the sufficiency economy I envision, private companies that serve narrow shareholder interests cannot be left in charge of the provision of basic needs. Instead, the universal provision basic needs, such as water, must be considered a social duty that ultimately remains under social control. No one, for example, should be denied water on the grounds that they are too poor.
